It looks like Traditional Chinese (i.e. that used outside mainland China). Leave it with me, I'll see what I can find out :)

It's a song by a Taiwanese singer, Jimmy Lin, Goodbye My Friend - characters are song title and singer name, apparently. Hope that helps :)

The characters are, literally, "Good Bye a tornado dance"
